The World Bank notes that the public higher education network is ineffective in the face of population decline, which creates problems for both financial stability and service quality.<\/p>\n

The World Bank also reported that the Ukrainian government has identified the need to create incentives to improve the vast network of universities<\/a> using a bottom-up approach.<\/p>\n

 <\/p>\n

The World Bank said: “In recent years, their number has decreased by 25%, including colleges and industrial colleges, which served as ‘certification factories’, but there is still a lot to be done.”<\/p>\n

 <\/p>\n

According to bank experts, Ukraine needs to further group<\/a> universities with diversity (such as research, professional, and teaching) and improve its geographical coverage.<\/p>\n

 <\/p>\n

“In order to implement such activities effectively with the participation of the universities themselves, there is a need for corporate audits for each,” the bank said.<\/p>\n

 <\/p>\n

World Bank experts also note the lack of system transparency and the backlash. In particular, 85% of Ukrainian youth plan to pursue higher education, but this high demand is poorly reflected in information about available education options and employment outcomes, leaving students and their families in the dark when making an important<\/a> decision to move to higher education.<\/p>\n

 <\/p>\n

It is expected that if a decision is made, Ukraine will be able to obtain a loan of 200 million dollars from the World Bank to improve the higher education system in Ukraine.<\/p>\n

 <\/p>\n

The project was designed for a period of six years. The responsible Ministry of Education and Science will be appointed.<\/p>\n
