July . 2022 | Political News .\u00a0<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Details<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The draft law, as indicated, takes into account the European approach, in particular, regarding the definition of functional types of territories when planning their development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In particular, the Regional Recovery and Development Plan is being introduced \u2014 a comprehensive document for the reconstruction and development of regions and communities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its implementation is expected to speed up the restoration of infrastructure, residential and public facilities, as well as ensure the return of people who were forced to leave their homes to the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Key changes include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>introduction of a three-level, effective and transparent system of strategic planning: state strategy \u2014 regional strategies \u2014 community strategies;<\/li><li>four functional types of territories are defined for the restoration and stimulation of the development of regions:<ul><li>recovery areas;<\/li><li>poles of economic growth;<\/li><li>territories with special conditions for development;<\/li><li>areas of sustainable development.<\/li><\/ul><\/li><li>the status of full-fledged participants in the formation and implementation of state regional policy was established for regional development agencies, the list of their co-founders was expanded, and the agencies were given the right to provide paid services;<\/li><li>creation of a single geo-information system, on the basis of which monitoring and assessment of recovery and development of each community and region will be carried out online;<\/li><li>the state regional development fund is defined as the main financial instrument for the implementation of the state regional policy, and the reconstruction and development fund is the main source of reconstruction of Ukraine.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Addition<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Prime Minister of Ukraine, Denys Shmygal ,\u00a0said\u00a0that the plan to restore Ukraine as a result of Russian aggression is already estimated at 750 billion dollars.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Source<\/strong>:\u00a0<strong>Ukrgate<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In the second reading, the Verkhovna Rada of Ukraine adopted draft law No. 5323, which provides for comprehensive improvement of state regional policy and takes into account the challenges faced by communities and regions in connection with the military aggression of the Russian Federation.\u00a0The Ministry of Community and Territorial Development\u00a0informs\u00a0about this ,\u00a0 KYIV.\u00a0UkraineGate. 9 .
