President of Ukraine Volodymyr Zelenskyi has signed a law on improving the conditions for providing state aid to “baby packages”, which provides for the purchase of goods for “packages” at open transparent auctions through the electronic system ProZorro.

This is the law “On Amendments to the Law of Ukraine” On State Assistance to Families with Children “to provide assistance in connection with pregnancy and childbirth and the effective use of budget funds in financing one-time in-kind assistance” baby package “№ 1359-IX, which was adopted by the Verkhovna Rada on March 30, 2021.
As noted in the OP, to date, the legislative body has not established a body responsible for the appointment and payment of assistance “baby package”.
And the law signed by the President “solves this issue by enshrining the authority to appoint and pay this type of state assistance to social protection bodies at the place of residence of parents (adoptive parents, guardians, trustees) of the newborn.”
At the same time, the “baby package” allowance is not included in the amount of childbirth allowance (UAH 41,280).
This law also stipulates the cost of a “baby package” at the level of the three subsistence minimum for children under 6 years of age, established by law on the date of the announcement of competitive procurement procedures. The final price is determined as a result of the purchase auction.
“Such changes to the legislation will make it possible to purchase goods for the acquisition of” baby package “in open transparent auctions through the electronic system ProZorro in order to more efficiently use budget funds,” – said the OP.
Thus, the law signed by the President is expected to create more favorable conditions for the support of women during pregnancy and after childbirth and for the state protection of newborns.
The law enters into force on the day following its publication.
In July last year, the Cabinet of Ministers of Ukraine approved the launch of an initiative under which parents were paid a one-time allowance of 5,000 hryvnias instead of a “baby package”. The project was developed on the initiative of the Ministry of Social Policy of Ukraine.
However, society did not support the initiative. In particular, the parents called for the return of the “baby package”.
Finally, in September, the Rada passed a bill to return the “baby package.” It was signed by the President in October.
