A bill has been registered in the Verkhovna Rada proposing to establish academic responsibility for the sale of works, in particular, diplomas and dissertations written to order.

The bill was introduced by a group of parliamentarians led by MP Inna Sovsun.
According to the authors of the document, in general, about a third of all dissertations defended in Ukraine contain plagiarism. More than 60,000 scientific papers did not have to be defended.
In addition, writing academic works to order is a particularly acute problem in the field of academic integrity.
“By entering the words ‘writing dissertations / course / doctoral’ in a search query, you can immediately find hundreds of thousands of web pages with offers to buy any academic work – from an abstract to a doctoral dissertation,” the authors of the bill emphasize.
The draft law provides for amendments to the Law of Ukraine “On Education”. In particular, it is proposed to add a definition of an academic work and to supplement Article 42 “Academic Integrity” with such a violation of academic integrity as the transfer of an academic work to a third party for further use by that person as an author.
According to the authors of the bill, the adoption of the document as a law will create the legal preconditions for more effective academic integrity.
“The bill will also contribute to the formation of a discourse on the need to adhere to the basic principles of academic integrity in educational and scientific environments,” – said in an explanatory note to the bill.
