Vietnam has presented national guidelines for social media behavior that encourage people to post positive material about the country.

The code will require civil servants to report “conflicting information” to management. The Code prohibits publications that violate the law and “affect the interests of the state,” and applies to government organizations, social networking companies, and all users in Vietnam.
The new code requires social media providers in Vietnam to “communicate with users in accordance with Vietnamese law” when authorities require content to be removed from their platforms.
This encourages social media users to create accounts using their real identities, share information from official sources, and avoid posting content that violates the law, contains obscene language, or advertises illegal services.
“Social media users are encouraged to promote the beauty of Vietnam’s landscapes, people and culture, as well as to spread good stories about good people,” the code said in a June 17 decision by the Ministry of Information.
It was unclear to what extent the decision was legally binding or how it would be enforced.
Last November, Vietnamese authorities threatened to shut down Facebook if the social media giant did not bow to government pressure to censor more local political content on the platform.
And the chairman of the Association of Independent Journalists, Nguyen Tuong Tui, was arrested in the Vietnamese capital, Hanoi.
