Ukraine will begin to recognize the results of non-formal and informal (self-education) training and on its basis to assign professional qualifications, without the need for training in vocational education institutions. The National Agency for Qualifications informed about the details of the decision made by the government the day before on the Procedure for Accreditation of Qualification Centers.

“This document, in combination with the existing regulatory framework, allows launching a system of independent assessment of professional qualifications and launches the work of qualification centers, which will further assign qualifications based on the results of theoretical and practical assessment,” the agency said.
Recognition of the results of informal and non-formal learning is provided by the law “On Education”, but to date, there has been no practical opportunity to confirm their qualifications without studying in an educational institution.
In accordance with the Procedure for Accreditation of Qualification Centers adopted by the Government, their work will be monitored by the National Qualifications Agency, which will accredit qualification centers, maintain a Register of Experts and a Register of Qualifications.
The National Qualifications Agency notes that qualification centers do not in any way create competition for vocational education institutions.
“The main target audience of qualification centers is people aged 30+. These are people who have acquired skills and abilities of another profession but are not ready to spend 2 years on training again. The competencies of these people need to be assessed and if they meet the professional standard on the assignment of qualifications with which you can officially get a job, “- said the head of the agency Yuri Balanyuk.
The National Qualifications Agency notes that qualifications obtained abroad can be validated in qualification centers. “If a person has obtained a qualification in another country, it is necessary to provide the relevant documents, and this qualification will be recognized,” the agency said.
The National Qualifications Agency also noted that employers, business associations, educational institutions, and other legal entities can create qualification centers.
Ukraine wants to legislate the work of freelancers. On September 21, the Verkhovna Rada passed in the first reading the bill ? 5161, necessary for this.
The bill proposes the introduction of a new special form of employment contract – an employment contract with fixed working hours. Under the terms of such an agreement, the employee’s obligation to perform the work arises only if the owner or his authorized body provides available work, without guarantees that such work will be provided permanently.
