“Law on Oligarchs 5599 will be re-voted. Now another vote is needed in the Rada (under Article 131) to correct the legal conflict. Otherwise, they will not sign,” Zheleznyak commented on the Telegram channel.
According to him, the problem is that 3 (396, 398, 406) amendments that contradict each other were taken into account at the same time.
“Accordingly, they now want to re-vote Article 5 of the law. An article on how an oligarch is recognized as an oligarch,” he said.
At the same time, one of the controversial amendments is authored by Verkhovna Rada Chairman Dmytro Razumkov. He has even thanked the Verkhovna Rada and the committee for supporting his amendment 398.
“Thanks to both the committee and the Verkhovna Rada of Ukraine, which supported my and my colleagues’ amendment number 398! Now the NAPC will enter a person in the register of oligarchs at the request of a special commission!” Razumkov wrote on his Facebook page.
The Verkhovna Rada approved a bill on oligarchs on September 23. Under the shouts of “Down with the dictatorship!” The Verkhovna Rada rejected most of the people’s deputies’ amendments to the bill on oligarchs.
Article 131 of the Rules of Procedure of the Verkhovna Rada stipulates that if editorial inaccuracies or obvious inconsistencies between its provisions are found in the text of the law submitted for signature, the Chairman of the Verkhovna Rada of Ukraine may submit proposals to eliminate such inaccuracies or inconsistencies.
