People’s deputies at a meeting on Tuesday passed a bill to determine the pricing system in the construction of public roads № 2234. The decision was supported by 239 people’s deputies .

The authors of the bill point out that the current pricing system in construction is outdated and regulated. That it forces to substantiate each component of expenses of road works by means of the whole list of documents in a paper kind.
“Such a time-consuming process of bargaining limits contractors’ access to the construction market. In addition, the problem is exacerbated by the fact that road construction companies have no interest in using innovative materials (technologies) and reducing costs and there is pressure on road organizations from regulatory authorities. due to errors that occur when the system is over-regulated, “the initiators of the bill continued.
Therefore, it is proposed to withdraw from the current pricing system in the construction of public roads.
Bill № 2234 stipulates that the central executive body implementing the state policy in the field of road management, which is currently the Ministry of Infrastructure, has the right to approve methods and standards for determining the cost of construction of public roads.
Thus, it is proposed that the cost of new construction, reconstruction, repair and maintenance of public roads be determined on the basis of methods and rules approved by this profile body.
“The project aims to determine the responsibility for the formation of the pricing system in the construction of public roads by the central executive body that ensures the formation and implementation of state policy in the field of road management, to further adapt the domestic pricing system in the construction of public roads to the world’s best practitioners “, – it is said in the explanatory note.
The situation with roads in Ukraine
The President of Ukraine Volodymyr Zelensky with his program “Large Construction” attributes large amounts of road repairs to himself. In an interview late last year, he noted that “four thousand kilometers of roads have already been done, and this has been confirmed, this year (2020 – ed.), Which exceeds the total number of kilometers of roads made in the previous 10 years. have done 10 times more than in ten years in total. ” However, the same statements were made under the previous government, and the figures for the year were called almost the same.
At the same time, there was a lot of criticism about the allocation of funds for the construction of roads from the “co-fund”. For comparison, at the end of 2020, UAH 24.9 billion was spent on the construction, reconstruction and repair of state roads, while UAH 14.7 billion was allocated for healthcare.
In particular, Igor Umansky, a former adviser to the head of the Office of President Andriy Yermak, stated that the so-called “cartel” had misappropriated funds from the coronavirus fund allocated for road construction.
Note that in total in Ukraine today 419.4 thousand km of roads. All of them are in the area of responsibility of various institutions. State roads in Ukraine 46.6 thousand km. They belong to Ukravtodor. They are responsible for its structural units in the regions.
