The EU Council adopted, in particular:
prohibit all agreements with some state-owned enterprises,
prohibit the provision of any credit rating services, as well as access to any subscription services related to rating activities, to any Russian individual or legal entity,
to expand the list of persons connected with Russia’s defense-industrial base, who are subject to stricter export restrictions on dual-use goods and goods and technologies that can contribute to the technological improvement of the Russian defense and security sector,
to ban new investments in the Russian energy sector, as well as to introduce comprehensive restrictions on the export of equipment, technologies and services for the energy sector,
impose additional trade restrictions on cast iron and steel, as well as luxury items.
In addition, the EU Council has decided to impose sanctions on key oligarchs, lobbyists and propagandists promoting the Kremlin’s narrative on the situation in Ukraine, as well as key companies in aviation, military and dual-use, shipbuilding and engineering.
Statement in the context of the WTO
Separately, the EU Council has authorized the European Commission to join on behalf of the EU in a multilateral declaration of Russian aggression against Ukraine with the support of Belarus, which is expected to be made in the context of the WTO. Like the other WTO members that are to co-sponsor this statement, the EU reaffirms its readiness to take any action deemed necessary to protect the EU’s core security interests. These can be actions in support of Ukraine or actions to end concessions or other obligations to the Russian Federation, such as the termination of the most-favored-nation treatment of goods and services of the Russian Federation. In addition, in light of Belarus’ financial support for the Russian Federation’s actions, the EU believes that its WTO accession process should be stopped.
