Against the background of the war in Ukraine, cases of import and export of goods bypassing customs duties became more frequent.
Details
So, in the beginning of June on the Ukrainian-Slovak border the Transcarpathian customs officers prevented export of the cut weapon .
The 38-year-old citizen of Ukraine was a violator of domestic law.
In turn, Volyn customs officers prevented the import of shirts and sweaters to Ukraine to circumvent customs duties. This happened at the end of May – customs officers found undeclared goods worth almost one million hryvnias from a Ukrainian importer.
Thus, the offender tried to bring 2,970 Chinese shirts and sweaters from Poland to Ukraine.
“Unreported in the prescribed form in the appropriate customs regime of stores with a total value of 982 thousand 800 hryvnias was identified during a full customs inspection of goods.
Currently, he has been temporarily removed from the customs body in the case of violation of customs rules, “the statement reads.
Moreover, against the background of the war, cases of import and export of foreign currency from Ukraine became more frequent. So, at the end of May, DBR officers together with the police detained the state inspector of the Transcarpathian customs of the State Customs Service while receiving a bribe of 10 thousand US dollars. For this amount, the official promised to allow a car with $ 200,000 hidden from the declaration to cross the customs border of Ukraine without hindrance.
Currently, the detained inspector has been informed about the suspicion of receiving an illegal benefit in a large amount (Part 3 of Article 368 of the Criminal Code of Ukraine). The issue of choosing a measure of restraint in the form of detention is also being addressed.
At the same time, the work of customs officers can not always be called effective and even transparent. For example, here are some scandals in which domestic customs officers came to light in April-June this year.
One of them concerns the import of humanitarian aid to Ukraine. It is known from open sources that hundreds of millions of kilograms of humanitarian goods arrived in Ukraine during the war. However, it is not so easy to calculate the exact amount of assistance received by Ukrainians. Information about this is hidden by some customs, for unknown reasons.
These include Transcarpathian and Ivano-Frankivsk customs . The latter hid information from journalists, citing martial law.
Also, the topic of customs clearance of European cars became especially popular in the media. We are talking about importing cars to Ukraine in the “zero customs clearance” mode.
Ukrainians were exempted from paying VAT, excise duty and import duties during customs clearance of cars. The law on “zero customs clearance” allows to import vehicles into Ukraine without paying taxes for the duration of martial law – so far, it is until August 23.
This was done in order to quickly deliver cars for the army, defense and all humanitarian and military needs. And also to restore the fleet of ordinary Ukrainians, whose cars were destroyed in the fighting.
However, “it did not happen as expected.” In addition to ordinary, used cars, the fleet of Ukrainians was replenished with elite cars . Like the BMW X5, Mercedes-Benz S-Class, Audi Q7 2022 and even Cadillac Escalade for UAH 3.1 million.
As for customs, the largest number came through Volyn customs – about 36,000 cars. In total, 140,310 cars were imported to Ukraine from April 9 to June 6.
“Most of them are sedans for the household needs of Ukrainians. Also among them were cars that are considered elite – worth over 1.5 million USD. The state budget suffers under martial law, and the lack of taxes worsens the situation even more, ”commented Olga Vasylevska-Smaglyuk, a People’s Deputy from the Servant of the People.
