“So far, President Putin has completely lost the information war in Ukraine and in the West. While this is a cause for joy, we should not underestimate how Russian disinformation operates in other countries around the world,” he wrote in an article in The Economist.
“As with the ground invasion, Russia’s initial online plans don’t seem to have come true. The country’s use of offensive cyber tools was irresponsible and insurmountable,” Fleming added.
Details
Fleming said Russia has deployed whisperGate malware to destroy and damage Ukrainian government systems.
He also said Russia had used such a scenario on Syria and the Balkans, and said online disinformation was an important part of Russia’s strategy. However, GCHQ was able to intercept this and warn it in time, he said.
Without going into details, Fleming said the UK’s National Cyber Forces – a partnership between GCHQ and the Ministry of Defence – could respond using offensive cyber means.
