The representative of Great Britain in the Security Council stressed that “instead of convening the Council of Security, Russia should have withdrawn its troops from the ZNPP”.
In addition, the representative of France added that the Russian Federation should withdraw the military from the station and give Ukraine the opportunity to control the Zaporizhzhia NPP.
“All attacks on the NPP must be stopped, because this is a gross violation of international law. Such attacks violate humanitarian law, including the Geneva Convention. This facility cannot be used for military operations and the ZNPP must remain “out of the conflict, and the Ukrainian regulator must to have access to station control,” the Mexican representative said.
Representatives of a number of countries supported the call for the creation of a demilitarized zone, which would allow the IAEA mission to conduct an objective assessment of what is happening at the ZNPP.
“There is no reason for Russian troops to be in Ukraine, there is no reason for Russian troops to be at a nuclear facility,” said the representative of Albania.
The representative of China said that the international community should “return the parties to dialogue and negotiations”, calling the Russian invasion of Ukraine a “Ukrainian crisis”.
Russian representative Vasyl Nebenzya said that the creation of a “demilitarized zone is an irresponsible decision.”
The representative of Ukraine, Serhii Kyslytsia, said: “I would like us to gather here to hear what the whole world wants to hear. Namely, that the Russian Federation is demilitarizing the ZNPP, withdrawing its troops and handing over the NPP to the government of Ukraine. Instead, we spent over an hour talking about this time to hear the chatter of fictitious sounds. The terrorist country does not stop playing with the international community. And once again, they had the courage to convene the UN Security Council to discuss their own provocations, their own terror at the ZNPP.”
Kyslytsia called on the IAEA to think about the possibility of permanent presence of its representatives at the ZNPP in order to see the real situation, and not “a theatrical performance arranged by Russia”.
