The Finnish government is considering introducing a new type of visa for Russian human rights activists, dissidents or journalists who criticize the regime of Russian dictator Vladimir Putin and condemn Russia’s full-scale invasion of Ukraine.

The Minister of Foreign Affairs of Finland Pekka Haavisto said that such a visa will allow its holder to enter the territory of the country in search of asylum and in the future to obtain a residence permit. He also clarified that the visa will not open the doors of Finland for every dissident or activist around the world, but will be introduced in view of certain situations, such as, for example, the war in Ukraine.
“They (situations, – ed.) will be evaluated on a case-by-case basis. The humanitarian visa will be used only in certain specific cases,” he noted.
