The President of Ukraine, Volodymyr Zelenskyi, proposed to the Verkhovna Rada to streamline local administration in a number of cities in Donetsk region. The relevant draft resolution No. 8054 of September 19 is posted on the parliament’s website .
Details
According to the explanatory note, the document proposes to establish that during the period of martial law in Ukraine and 30 days after its termination or cancellation:
1) chiefs of the Dobropil, Myrnograd, Pokrovsk and Selydiv city military administrations of the Pokrovsk district of the Donetsk region:
- in addition to the powers attributed to their competence by the Law of Ukraine “On the Legal Regime of Martial Law”, they exercise the powers of the relevant city councils, their executive committees, and the relevant city mayors;
- can approve the temporary structure of the executive bodies of the relevant city council (for employees whose positions are not included in the temporary staff lists, they are declared simple or transferred to an equivalent or lower position);
2) apparatuses of Dobropil, Myrnograd, Pokrov and Selydiv city councils and their executive committees, other executive bodies, communal enterprises, institutions and organizations of the relevant communities are subordinate to the heads of the relevant military administrations of settlements in the Donetsk region.
Addition
Dobropilsk, Myrnogradsk, Pokrovsk and Selydivsk city military administrations of the Pokrovsky district of the Donetsk region were formed by the decree of the President of Ukraine dated September 1, 2022 No. 620/2022.
