The American Institute for the Study of War (ISW) reported that Russian forces continue to retreat from the west of the Kherson region and are preparing to defend the administrative center .

According to the Ukrainian General Staff, the Russian military left the villages of Charivne and Chkalove, and officers and medics were evacuated from the city of Beryslav. Kherson left most of the residents who remained there.
The summary notes that Russian troops are preparing for deterrent actions: the head of the occupation administration of Nova Kakhovka on Saturday said that water discharge had been increased at the Kakhovka reservoir in case of destruction of the dam of the Nova Kakhovka hydroelectric station. ISW has previously repeatedly indicated that the Russian military could blow up a hydroelectric dam during the retreat, leading to flooding of a large part of the region.
On Saturday, the occupation authorities ordered all residents of Kherson to leave the city “due to the tense situation at the front, the increased danger of massive shelling of the city and the threat of terrorist attacks.” Analysts of the Institute note that leaving the occupied territories, Russia seeks to leave them without a population, which in the long run will adversely affect the social and economic potential of the areas to be liberated by Ukraine.
In addition, experts of the Institute write that Russian massive strikes on Ukrainian energy facilities, which have been going on for two weeks, are unlikely to affect the will of Ukrainians to win, but in the economic and humanitarian sense pose a threat, given the onset of cold weather.
