Politico, citing its own sources, reports that the White House is not actively considering the issue. “It’s not a no, it’s not what’s moving right now,” said a person familiar with the situation.

Since the beginning of the full-scale invasion, the Russians have been using them in attacks on civilian infrastructure.
Neither the US nor Ukraine has signed the Convention on Cluster Munitions, which bans their use and production because of the potential risk to civilians. But the US began phasing out cluster munitions in 2016 because they contain hundreds of explosives that often remain unexploded.
