The Verkhovna Rada approved bill # 4241 to protect Ukrainians from collectors. The document was taken as a basis.
355 MPs voted for the document.
The law proposes to create a public register of collection companies. It will be managed by the National Bank. All collection companies will have to register in it.
According to the document, the National Bank will supervise collectors and their behavior towards debtors. It will also consider applications from citizens.
Banks and financial companies, if the law is adopted, will have to notify customers about attracting collectors in case of late payments. This should happen even at the stage of signing the loan agreement.
They want to oblige the lender to publish information about the collection company on its website.
The document also contains a list of ways of permitted interaction between the collector and the consumer of financial services and sets limits on the maximum frequency of such interaction.
Earlier the financial committee recommended to the parliament to approve this law as a basis.
