The Ministry of Health stated that in 2020 the state enterprise “Medical Procurement of Ukraine” disrupted the procurement of drugs and medical devices worth almost UAH 1 billion. This was announced on February 11 Deputy Health Minister Svetlana Shatalov.
“We hold Arsen Zhumadilov, the head of MZU, responsible for the colossal losses of almost UAH 1 billion. In general, the Ministry of Health recognized the work of the Ministry of Health in 2020 as inefficient. At the end of 2020, it turned out that the SOE disrupted purchases by UAH 949.7 million from UAH 5.982 billion. Of the 483 items, 108 were purchased, “Shatalova said.
According to her, the company has not made purchases in important areas, where the treatment of patients should be continuous, in particular, in pediatric and adult oncology, cardiovascular disease.
“Apart from unpurchased positions, the SOE failed to timely carry out financial transactions of UAH 163.6 million in the direction of antiretroviral therapy, UAH 100.5 million in the direction of cardiovascular diseases, and more than UAH 60 million in the direction of adult oncology. Contracts in the field of pediatric oncology, multiple sclerosis, cerebral palsy, idiopathic familial dystonia are also unpaid. Also, purchases of 48 angiographic X-ray systems worth more than UAH 1 billion and 110 emergency vehicles worth UAH 191 million were disrupted, ”the deputy minister said.
In addition, according to her, on February 2, “MZU” informed the Ministry of Health about the supply of the drug “Tasigna” for the 2020 budget in the amount of 419,524 thousand tablets. On February 5, the Ministry of Health approved the distribution to the regions, ie for six days, the MZU had to distribute the drug to the regions. According to patient organizations, this drug was brought to the warehouses of MZU of Ukraine at the end of the previous year.
The Deputy Minister noted that the negligence of MZU should be considered by the relevant state bodies, as well as lead to the appointment of the supervisory board of this enterprise as soon as possible to exercise proper control.
In addition, Shatalova stressed that the Ministry of Health has found a solution to the situation – the necessary funds to provide Ukrainians with medicines will be raised from the accounts of international procurement organizations, which remained as a result of savings from previous budgets, including 2019.
