On the second reading, the Verkhovna Rada of Ukraine generally adopted Bill No. 3526 “On Amendments to Certain Legislative Acts of Ukraine on Strengthening Forest Protection, Preventing Fires in Forest and Water Fund Lands, Government Land and Other Land Classes”, which limited the burning of dry plants and their residues.
The draft law provides for amendments to the Water Act, the Civil Protection Act, the Land Act, the Law of Ukraine on Administrative Offenses, the Laws “On Plants”, “On Animals”, “Protection of Land” and “On Land Lease”.
These changes prohibit the destruction or destruction of vegetation, or the burning of dry plants or their residues on the lands of the Water Fund, including coastal protection areas and islands.
An incomplete ban on the destruction or burning of dry plants or their residues is also proposed. These actions can be carried out in the cases specified by the competent ministry.
In addition, the powers of the Council of Ministers of the Autonomous Republic of Crimea, local state administrations, and local self-government bodies include providing fire prevention and extinguishing in regions and facilities.
In this case, fire safety may be entrusted to the owner (s) of the land and other real estate or tenants (tenants) of land and other real estates, if it is due to the lease (lease) contract, as well as the president (managers) of the commercial entity.
The Verkhovna Rada of Ukraine also passed a bill proposing to strengthen administrative responsibility for violating fire safety rules in forests, farmland, and other natural ecosystems.
