During the All-Ukrainian Forum “Ukraine 30. Culture, Media, Tourism”, President of Ukraine Volodymyr Zelensky drew attention to the need for media literacy lessons in schools to develop a conscious and critical attitude to information received from various sources.

The Ministry of Education and Science of Ukraine supports the initiative of the President of Ukraine and is working to ensure that media literacy courses are included in basic educational programs.
In 2011, regional experiments on the introduction of media education were launched in Ukraine. Subsequently, information and digital competence became one of the ten key competencies within the framework of educational reform.
“Information and digital competence involve the confidence and at the same time critical application of information and communication technologies for the creation, retrieval, processing, exchange of information at work, in public space, private communication, and more. It is also about information and media literacy skills. Currently, media literacy is part of the courses “Civic Education” for students of 10th grade, “Culture of Neighborhood” – for students of 1-4 grades. In pursuance of the State Standard of Basic General Secondary Education, a standard educational program has been developed for students in grades 5-9, which provides for the introduction of the “Neighborhood Culture” course from 2022/2023, which contains the basics of media literacy, “said Minister of Education and Science of Ukraine Serhiy Shkarlet.
According to him, in general, in secondary education institutions today, media education and media literacy are taught both in the form of separate courses (“Fundamentals of Media Literacy”, “Steps to Media Literacy”, “Media Culture”, “Media Education”) and integrated.
“Media literacy in schools is studied today and in extracurricular (group) work. It is, for example, about the creation of school media, “said Serhiy Shkarlet.
He added that in general, “educators are increasingly interpreting the media competence of the teacher as one of the main pedagogical competencies.”
Also since 2011, the Ministry of Education and Science, in partnership with the Academy of the Ukrainian Press, has been introducing media education through:
formation and support of a group of leaders-media educators for primary, secondary, and higher education;
preparation of educational publications for different audiences;
involvement of world experience in the introduction of media education and media literacy.
Since 2011, teachers of regional institutes of postgraduate pedagogical education have been constantly trained. Most of them later worked as regional coordinators of media education implementation and, accordingly, all OIPPOs teach media education and media literacy in various forms.
In addition, in recent years, prepared and published:
manuals “Fundamentals of media literacy: a textbook for teachers 8 (9) class. Lesson plans-summaries”;
“Media literacy in social studies lessons”;
“Media literacy and critical thinking in social science lessons”;
training modules: “How to create a modern school newspaper?”,
online publications “Guide for teachers to create student newspapers” Press ahead “,” Introduction to news literacy “, etc.
Also, the Ministry of Education and Science of Ukraine in partnership with IREH (Council for International Studies and Exchanges), ICF “Academy of the Ukrainian Press”, with the support of the US and British Embassies implements the project “Study and distinguish between media literacy.” Its purpose is to teach students to critically perceive information, to counteract manipulation, to realize the value of high-quality information in the context of school education.
Currently, the project is being implemented in all regional centers, as well as in Mariupol, Kramatorsk, and Severodonetsk. The project involved 655 schools (655 principals, 3587 teachers), 25 IPPOs, and 21 free educational institutions (1225 teachers and methodologists).
The project is aimed at developing skills of critical perception of information and integration of info-media literacy in the curriculum of schools, free educational institutions, and IPPO. Within the project, teaching materials are developed for teachers of selected subjects (grades 8-10), training for institutions participating in the project (schools, IPPO, pedagogical free economic zones), training on prepared materials, and updated curricula are introduced.
Since 2012, the Media Education and Media Literacy portal has been operating in Ukraine, where lesson models are the most popular among media literacy teachers. Detailed information can be found on the website of the Academy of the Ukrainian Press.
