The Government has amended the Procedure for the use of funds provided in the state budget for the development of viticulture, horticulture, and hop growing. It will be recalled that according to the state support project approved by the Agrarian Committee of the Verkhovna Rada in early March, 450 million hryvnias are planned to be allocated to support horticulture in 2021. This is UAH 160 million more than was spent in this area in 2020.

What changes were made to the Order?
- On the positive side, all 5 subroutines will be saved this year. Of the three subprograms are aimed at supporting producers who plant fruit and berry plantations, vineyards, and hop gardens and two subprograms to support the processing of such products.
Moreover, the amount of compensation has been increased for three of the five sub-programs. In particular, it will be possible to receive compensation up to 50%:
✔️ for constructed wallpaper and installed drip irrigation systems;
✔️ for construction and reconstruction of refrigerators, shops;
✔️ for the purchase of a line for commodity processing, for drying fruits, berries hops, and lines, as well as lines for processing such products.
- The changes increased the maximum threshold of the amount of compensation that an entity may receive, including related parties, during the year. That is, in 2021 the amount of compensation may not exceed 60 million UAH.
- In previous years, not all producers of fruit and berry products were able to receive compensation from the state budget for the work performed. For example, in 2020, according to the distribution at the beginning of the year, this program provided UAH 400 million, and at the end of the year only UAH 292 million. Therefore, producers who did not receive compensation in 2019-2020 or did not receive for all work performed, are given the opportunity once this year to receive compensation for that period.
Compensation can be obtained for the current sub-areas of horticultural support, in addition to compensation for machinery and equipment. To do this, the documents will need to be submitted to the regional commissions until May 1 and October 15.
- Also, from now on, in order to receive compensation, it is not necessary to submit a tax certificate stating that there are no arrears of payments.
