At its plenary session on Wednesday, May 19, the Verkhovna Rada of Ukraine will consider a number of legislative initiatives, in particular regarding the taxation of gambling and the de-Sovietization of legislation.

Thus, the draft law № 2713 proposes to establish the procedure and rates of taxation of activities for the organization and conduct of gambling. In particular, for the income received from bookmaking activities, activities for the organization and conduct of gambling in casinos, online casinos, activities for the organization and conduct of gambling in the halls of slot machines – a rate of 10%; activities for organizing and conducting lotteries – 10% of income. In addition, winnings in gambling are exempt from personal income tax and military duty.
People’s deputies will also consider bill № 4284, which provides for the repeal of more than 1,200 regulations of the Soviet period.
Also on the agenda – draft resolutions on the formation of TSC:
Regarding the investigation of the facts of possible illegal actions of officials that could have led to the avoidance of criminal liability by members of Wagner’s “private military company” and the damage to the national interests of Ukraine (№ 4105);
Regarding the investigation of possible illegal actions of state authorities and other persons that contributed to the violation of state sovereignty and territorial integrity and posed a threat to the national interests and security of Ukraine (№ 5243).
The first on the agenda are two draft resolutions, and 11 alternatives to them, on the cancellation of the decision of the Verkhovna Rada to adopt in the second reading and the draft law “On Amendments to Some Laws of Ukraine on the Development of the Institute of Elders” (№ 4535) and the draft law on amendments to the Land Code of Ukraine and other legislative acts to improve the system of management and deregulation in the field of land relations (№ 2194).
Bills planned to be considered in the first reading :
to improve the mechanisms for withdrawing banks from the market and meeting the requirements of creditors of these banks;
concerning the use of the property of liquidated communal secondary education institutions in rural areas;
about materials and objects in contact with food;
about the Military Chaplaincy Service.
Bills to be considered in the second reading :
on the status of national and effective management of educational institutions and state property;
on the implementation of international criminal and humanitarian law;
on the import of pesticides into the customs territory of Ukraine;

At an extraordinary session on May 18, the Verkhovna Rada dismissed three ministers: infrastructure, economic development, and health.
An extraordinary meeting of the Verkhovna Rada is scheduled for Thursday, May 20, to appoint new heads of departments.
