On the eve of the agro-season – 2021 problematic issues related to the use of plant protection products have become more acute. The impetus for this was the mass death of birds in the biosphere reserve “Askania-Nova” due to poisoning by rodenticides.

As the reserve is located on the migration route of migratory birds, including rare species and those on the verge of extinction, the case has gained international notoriety. And to find a solution to the problem, with the assistance of the State Food and Consumer Service, a round table “Problematic issues that arise during the use of plant protection products” was organized, which was joined by the founder of “UKRAVIT” Vitaly Ilchenko.
“Such situations, even if not on such a scale, do not arise for the first time, so we must start doing everything possible now to prevent this from happening again,” he said. – And the first steps in this direction, in my opinion, should be aimed at changing the current legislation in the field of agrochemical market control. As the Ukrainian market currently suffers from counterfeit and smuggled PPE, it is necessary to introduce a rule that the importer of plant protection products can only be a company-registrant of drugs. The same applies to the active substance: only a plant protection product manufacturer has the right to import it. In addition, each package must have its own unique code or number, similar to that in the pharmaceutical industry, so that the originality of the drug can be verified. And the packaging label must contain detailed information about the main components,
In addition, Mr. Vitaliy emphasized that some drugs should have clear regulations on their use. For example, in the fields, only briquette or bag forms should be used as rodenticides to avoid scattering the bait. They must be placed directly in rodent burrows and trampled so that other animals or birds do not have access to them. In this context, it would also be appropriate to create special conditions for working with pesticides for the so-called “buffer zones” around reserves.
Also, according to Vitaly Ilchenko, it is necessary to introduce a mandatory register and accreditation of companies implementing plant protection products. And in parallel – to strengthen the responsibility for non-compliance with the rules of sale and use of pesticides.
