Law of Ukraine № 1423-IX on improving the system of management and deregulation in the field of land relations, which has already been called the law on land decentralization, was published in the Verkhovna Rada newspaper “Voice of Ukraine” on May 26.

The law is aimed at changing land management. According to the document, state-owned lands outside settlements (except for lands needed by the state to perform its functions) are transferred to communal ownership of villages, settlements, and city councils. A clear mechanism for fixing the boundaries of communities, including united ones, in the State Land Cadastre has been established. Local self-government bodies are empowered to change the purpose of privately owned land plots and to approve detailed plans of the territory outside the settlements.
In addition, the authority to exercise state control over the use and protection of land is given to regional state administrations and executive bodies of village, settlement, city councils.
This law shall enter into force on the day following the day of its publication, except for a number of items.
The law is one of the necessary to complete land reform before launching the land market in July this year. It was passed more than a month later due to a large number – more than 3 thousand – of amendments submitted to the second reading of the bill.
Yes, there is still a bill passed by the Verkhovna Rada № 2195, which introduces electronic auctions for the sale of land. However, it has not been signed yet.
